Jigawa State successfully hosted the Presidential Enabling Business Environment Council (PEBEC) Nationwide Subnational Stakeholder Engagement and Reform Tour on 4th June 2026 at M-Town Hotel, Dutse — a high-level one-day engagement bringing together government officials, reform champions, and private sector leaders to advance the business enabling agenda across the state.

Morning Session — Technical Reform Workshop

The morning session brought together State Reform Focal Persons, Heads of key Business Enabling Environment (BEE) Agencies, Representatives of the Judiciary, Investment Promotion officials, and Desk Officers for priority reform areas to advance compliance with the Business Enabling Reform Action Plan.

Core areas of focus included:

  • Investment Promotion — Strengthening investment tracking mechanisms, developing comprehensive incentive inventories, and enhancing Investor Aftercare and Retention Programmes.
  • Regulatory Transparency — Supporting states to attain at least 75% compliance in the publication of official fees, procedures, service timelines, and Service Level Agreements (SLAs) across key MDAs.
  • Trade Facilitation and Export Readiness — Harmonizing trade-related fees and levies, addressing haulage and logistics bottlenecks, and strengthening state-level export development strategies.
  • Commercial Dispute Resolution — Supporting timely case disposition and enforcement of judgments to promote efficient commercial justice systems.
  • Regulatory Impact Assessment (RIA) — Strengthening state capacity to adopt evidence-based regulatory reforms through structured RIA frameworks.

Afternoon Session — Private Sector Stakeholder Engagement

The afternoon session provided a strategic platform for open dialogue between government and the private sector, with discussions driven by the lived experiences of businesses and investors across Jigawa State.

  • Fashion and Personal Services
  • Artisans and Technical Services
  • Hospitality and Tourism

Outcomes and Next Steps

The feedback, data, and stakeholder insights gathered during the Jigawa State engagement will be aggregated and analysed by the PEBEC Secretariat. The findings will directly inform the 2026 Subnational Ease of Doing Business Report, strengthening accountability for reform implementation across all 36 States and the Federal Capital Territory.

Jigawa State reaffirms its commitment to building a transparent, competitive, and investor-friendly business environment for enterprises and entrepreneurs across the state.
